Gen. John L. Hines. Advancement on retired list. Proiso. No pecuniary bene- fits. [54 STAT. AN ACT Authorizing the President to present the Navy Cross to Captain Frank N. Roberts, United States Army. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the President is authorized to present the Navy Cross provided for by section 3 of the Act of February 4, 1919 (40 Stat. 1056; 34 U. S. C . 356), to Captain Frank N. Roberts, United States Army, in recognition of extraordinary heroism displayed by that officer incidental to the bombing and loss of the United States ship Panay on December 12, 1937. Approved, June 15, 1940. [CHAPTER 382] AN ACT To provide for the advancement of John L. Hines on the retired list of the Army. Be it enacted by the Senate and House of Representatives of the United States of Ameria in Congress assembled, That John L. Hines, formerly Chief of Staff of the Army of the United States and now major general on the retired list of the Army, shall, begin- ning with the date of the enactment of this Act, have the rank of a general on the retired list of the Army: Provided, That the said John L. Hines shall receive no increase in retired pay, allowances, or other pecuniary benefits by reason of the enactment of this Act. Approved, June 15, 1940.
