54STAT.] TURKEY-RECIPROCAL TRADE-APR. 1, 1939 WHEREAS it is stipulated in Article 16 of the said Agreement that it shall be proclaimed by the President of the United States of America and shall be ratified by the Grand National Assembly of Turkey, and that the Agreement shall come definitively into force on the day on which the Government of the United States of America shall have communicated officially to the Government of the Turkish Republic the proclamation of the President of the United States of America and the Government of the Turkish Republic, on its part, shall have informed the Government of the United States of America of the ratification of the Agreement by the Grand National Assembly of Turkey; WHEREAS it is also provided in Article 16 that the Agreement shall come provisionally into force on May 5, 1939; Now, THEREFORE, be it known that I, Franklin D. Roosevelt, President of the United States of America, acting under the authority conferred by the said Tariff Act of 1930, as amended by the said Act of June 12, 1934, as extended by the said Joint Resolution of March 1, 1937, do hereby proclaim the said Agreement, including the said Schedules and notes, to the end that the same and every part thereof may be observed and fulfilled by the United States of America and the citizens thereof provisionally on and from May 5, 1939, and definitively on and from the day on which the Government of the United States of America shall have communicated this proclamation officially to the Government of the Turkish Republic and the Govern- ment of the Turkish Republic, on its part, shall have informed the Government of the United States of America of the ratification of the Agreement by the Grand National Assembly of Turkey as pro- vided for in Article 16 of the Agreement. Pursuant to the proviso in Section 350 (a) (2) of the said Tariff Act of 1930, as amended by the said Act of June 12, 1934, as extended by the said Joint Resolution of March 1, 1937, I shall from time to time notify the Secretary of the Treasury of the countries with respect to which application of the duties herein proclaimed is to be suspended.
