Period of contrac- tors' liability for re- pairs for inferior work. foundation conditions, and the acquisition of the necessary land for approach roadways and rights-of-way, by either purchase or con- demnation, for a vehicular crossing of the Anacostia River between the general vicinity of South Capitol and P Streets and the proposed Anacostia Parkway at the northern end of the Naval Air Station ground (old Boling Field), with connections to Firth Sterling Avenue and other District thoroughfares east of the Anacostia River, including the employment of engineering or other professional serv- ices by contract or otherwise, without regard to section 3709 of the Revised Statutes, the Classification Act of 1923, as amended, or the civil-service requirements, $100,000; To carry out the provisions of existing law which authorize the Commissioners of the District of Columbia to open, extend, straighten, or widen any street, avenue, road, or highway, in accordance with the plan of the permanent system of highways for the District of Columbia, including the procurement of chains of title; $150,000, to remain available until June 30, 1943: Provided, That this appropria- tion shall be available to carry out the provision of existing law for the opening, extension, widening, or straightening of alleys and minor streets and for the establishment of building lines in the District of Columbia; For assessment and permit work, paving of roadways under the permit system, and construction and repair of sidewalks and curbs around public reservations and municipal and United States build- ings, including purchase or condemnation of streets, roads, and alleys, and of areas less than two hundred and fifty square feet at the intersection of streets, avenues, or roads in the District of Columbia, to be selected by the Commissioners, and including maintenance of non-passenger-carrying motor vehicles, $200,000; In all, $4,805,000, to be immediately available, to be disbursed and accounted for as "Street improvements", and for that purpose shall constitute one fund: Provided, That assessments in accord- ance with existing law shall be made for paving and repaving road- ways, alleys, and sidewalks where such roadways, alleys, and side- walks are paved or repaved with funds herein appropriated: Pro- vided further, That any portion of this appropriation may be used for payment to contractors and for other expenses in connection with the expense of design, construction, and inspection of grade- crossing elimination and other construction projects authorized under section 8 of the Act approved June 16, 1936 (49 Stat. 1521), and section 1-b of the Federal Aid Highway Act of 1938 (Public, Num- bered 584, Seventy-fifth Congress), pending reimbursement to the District of Columbia by the Public Roads Administration, Federal Works Agency, reimbursement to be credited to fund from which payment was made. The Commissioners of the District of Columbia are authorized and empowered, in their discretion, to fix or alter the respective widths of sidewalks and roadways (including tree spaces and parking) of all highways that may be improved under appropriations con- tained in this Act. No part of any appropriation contained in this Act shall be avail- able for repairing, resurfacing, or paving any street, avenue, or roadway by private contract unless the specifications for such work shall be so prepared as to permit of fair and open competition in paving material as well as in price.
