55 STAT.] 77TH CONG. , 1ST SESS.-CH. 273-JULY 3, 1941 The last clause under the heading "Increase and Replacement of Naval Vessels", contained in the Naval Appropriation Act for the fiscal year 1942 (Public Law 48, Seventy-seventh Congress), approved May 6, 1941, shall not apply to obligations under the appropriation "Armor, Armament and Ammunition" for alterations for improving the defense installations of vessels. NAVY DEPARTMENT (Salaries in the District of Columbia) The appropriations contained in the Naval Appropriation Act, 1942 shall be available for the employment of two additional employ- ees (one special attorney in the Office of the Under Secretary of the Navy and one a special assistant in the Office of Budget and Reports) at a salary per annum in excess of $5,000 but not in excess of the appropriate rate established in accordance with the Classification Act of 1923 as amended. The last proviso under the heading "Miscellaneous expenses" in the Naval Appropriation Act for the fiscal year 1942 is amended to read as follows: "That no part of this or any other appropriation for the Navy Department or the Naval Establishment for the fiscal years 1941 and 1942, or the funds allotted to the Navy Department, shall be available for the employment of a greater number than ten thousand and five hundred civilian officers and employees in the Navy Department proper, at Washington, except in pursuance of specific appropriations as to numbers hereafter provided." The appropriations herein under the caption "Navy Department- fiscal year 1942" may be cited as title II, Naval Appropriation Act, 1942. POST OFFICE DEPARTMENT (OUT OF THE POSTAL REVENUTE) OFFICE OF THE POSTMASTER GENERAL Office of the Solicitor for the Post Office Department: For an additional amount for salaries, office of the Solicitor for the Post Office Department, fiscal year 1942, $15,000. Printing and binding: For an additional amount for printing and binding for the Post Office Department, and so forth, fiscal year 1941, including the same objects specified under this head in the Post Office Department Appropriation Act, 1941, $60,000. OFFICE OF THE FIRST ASSISTANT POSTMASTER GENERAL Compensation to postmasters: For an additional amount for com- pensation to postmasters, and so forth, fiscal year 1941, including the same objects and conditions specified under this head in the Post Office Department Appropriation Act, 1941, $300,000. Clerks, first- and second-class post offices: For an additional amount for compensation to clerks and employees at first- and sec- ond-class post offices, and so forth, fiscal year 1941, including the same objects specified under this head in the Post Office Department Appropriation Act, 1941, $9,300,000. Carfare and bicycle allowance: For an additional amount for car- fare and bicycle allowance, including special-delivery carfare, fiscal year 1941, $60,000.
