AND WHEREAS the said Convention was published by the Govern- ment of the United Mexican States in accordance with its laws on the twenty-second day of March, one thousand nine hundred and forty- one; Now, THEREFORE, be it known that I, Franklin D. Roosevelt, President of the United States of America, have caused the said Convention to be made public to the end that the same and every article and clause thereof may be observed and fulfilled with good faith by the United States of America and the citizens thereof on Effectivedate. and from April 14, 1941, the tenth day after the date of this, my Proclamation.
