Canada agrees to interpose no objection to an increase in the operating power of WFIL to 5kw with the radiation to Kirkland Lake on the bearing 338 degrees not to exceed 392 mv/m unattenuated at one mile (that produced by a nondirectional 5kw station having 175 mv/m at one mile for Ikw). It is further agreed that the frequency 1220 kc will not be assigned within the United States for a reasonable time to permit assignment of CJKL to this frequency if the station should so elect. If subsequent inves- tigations indicate the frequency 660 kc to be more desirable and CJKL elects to remain on this channel under the aforementioned conditions, further use of the frequency 1220 kc in the north- eastern portion of North America will be the subject of further negotiations on the basis of established priorities.
