Except as used in the first paragraph, "wheat" and "wheat flour" do not include wheat or wheat flour unfit for human consumption. ROOSEVELT, President of the United States of America, under and by virtue of the power vested in me by the act of Congress entitled "An Act for the inclusion of certain lands in the Wenatchee National Forest, the Olympic National Forest, and the Snoqualmie National Forest, all in the State of Washington, and for other purposes", approved September 22, 1922 (42 Stat. 1036), do proclaim that the following-described public lands in the State of Washington are hereby added to the aforesaid Wenatchee National Forest: Willamette Meridian T. 22 T. 23 T. 27 N., R. 19 E., N., R. 19 E., N., R. 19 E., T.21N., R.20E., T.26N., R.20E., acres. 1651 Definition.
