Reimbursement for preparation of dupli- cated, etc., material. appropriation and the amount which may be expended for personal services in the District of Columbia shall be increased or decreased in such amounts as the Director of the Bureau of the Budget, after a hearing thereon with representatives of the Department, shall deter- mine are appropriate to the requirements as changed by such reduc- tions or increases in such appropriations or authorizations: Provided further, That when and to the extent that in the judgment of the Secretary of Agriculture agricultural exhibits and motion and sound pictures relating to the authorized programs of the various agencies of the Department can be more advantageously prepared, displayed, or distributed by the Office of Information, as the central agency of the Department therefor, additional funds not exceeding $300,000 for these purposes may be transferred to and made a part of this appropriation, from the funds applicable, and shall be available for the objects specified herein, including personal services in the District of Columbia: Provided further, That in the preparation of motion pictures or exhibits by the Department, not exceeding a total of $10,000 may be used for the temporary employment, by contract or otherwise, of specialists, technicians, and experts, without regard to the Classification Act of 1923, as amended: Provided further, That in the preparation and distribution of duplicated and photographic material for the Department, the appropriation "Salaries and expenses, Office of Information", current at the time such services are rendered or when payment therefor is received, may be reim- bursed (by advance credits or reimbursements based on estimated or actual charges) from the applicable appropriations, to cover charges for personal services, materials, equipment (including depreciation, maintenance, and repair) and other necessary expenses. PRINTING AND BINDING For all printing and binding for the Department of Agriculture, including all of its bureaus, offices, institutions, and services located in Washington, District of Columbia, and elsewhere, except as other- wise in this Act provided, $1,300,000, including the purchase of reprints of scientific and technical articles published in periodicals Annual Report of and journals; the Annual Report of the Secretary of Agriculture, as Secretary. 28Stat. 601 . required by the Acts of January 12, 1895 (44 U.
