General administrative expenses: For necessary expenses for general administrative purposes, including the salary of the Chief of the Soil Conservation Service and other personal services in the District of Columbia, $401,315: Provided, That no part of the money appropri- ated in this paragraph shall be available for expenditure if any emergency appropriations are made available for administrative expenses m administering the funds provided in regular appropriations to the Soil Conservation Service. Soil and moisture conservation and land-use investigations: For research and investigations into the character, cause, extent, history, and effects of erosion, soil and moisture depletion and methods of soil and moisture conservation (including the construction and hydrologic phases of farm irrigation and land drainage); and for construction, operation, and maintenance of experimental watersheds, stations, laboratories, plots, and installations, $1,071,573.
