Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 20 of the Act of February 5, 1917, as amended (39 Stat. 890; U. S . C ., title 8, sec. 156), be, and it hereby is, amended by adding the follow- ing after the first sentence: "If the United States is at war and the deportation, in accordance with the preceding provisions of this section, of any alien who is deportable under any law of the United States, shall be found by the Attorney General to be impracticable or inconvenient because of enemy occupation of the country whence such alien came or wherein is located the foreign port at which he embarked for the United States or because of other reasons connected with the war, such alien may, at the option of the Attorney General, be deported (a) if such alien is a citizen or subject of a country whose recognized gov- ernment is in exile, to the country wherein is located that government in exile, if that country will permit him to enter its territoryi or (b) if such alien is a citizen or subject of a country whose recognized government is not in exile, then, to a country or any political or terri- torial subdivision thereof which is proximate to the country of which the alien is a citizen or subject, or, with the consent of the country of which the alien is a citizen or subject, to any other country." [Public Law 142] Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 13 of the Act entitled "An Act authorizing the construction, repair, and preservation of certain public works on rivers and harbors, and for other purposes", approved August 30, 1935, as amended, is amended to read as follows: "SEC. 13. That the Court of Claims shall have jurisdiction to hear and determine claims for damages to oyster growers upon private or leased lands or bottoms arising from dredging operations and use of other machinery and equipment in making such improvements: Pro- vided, That suits shall be instituted within two years after such operations shall have terminated."
