This jurisdiction shall not exclude the jurisdiction conferred on the respective local authorities under existing or future laws of the place. 2. -W hen an act committed on board a private vessel under the flag of the State by which the consular officer has been ap- pointed and within the territory or the territorial waters of the State by which he has been re- ceived constitutes a crime accord- ing to the laws of the receiving State, subjecting the person guilty thereof to punishment as a crim- inal, the consular officer shall not exercise jurisdiction except in so far as he is permitted to do so by the local law. 3. -A consular officer may freely invoke the assistance of the local police authorities in any matter pertaining to the maintenance of internal order on board a vessel under the flag of his country within the territory or the terri- torial waters of the State by which he has been received, and upon such request the requisite assistance shall be given. 4.- A consular officer may ap. pear with the officers and crews of vessels under the flag of hi country before the judicial au thorities of the State by whici he has been received for the pur pose of observing proceedings o] trito consular. Los funcionarios consulares tendran asimismo juris- dicci6n sobre las cuestiones rela- cionadas con ajustes de salarios y cumplimiento de los contratos de trabajo de las tripulaciones; pero su intervenci6n tendr& caracter conciliatorio y sin competencia para dirimir los conflictos que se planteen. La citada jurisdicci6n no excluye la conferida a las autoridades locales respectivas, conforme a las leyes existentes en el lugar o a las que se dicten en el futuro. 2. - Cuando algdn acto come- tido a bordo de una embarcaci6n privada que enarbole el pabell6n del Estado al que el funcionario consular deba su nombramiento, y dentro del territorio o las aguas territoriales del Estado que lo recibiera, constituya un delito de acuerdo con las leyes de este iltimo Estado, y sujete al cul- pable del acto antes mencionado, a castigo como criminal, el fun- cionario consular no ejercera su jurisdicci6n excepto en cuanto se lo permita la ley local. 3.- El funcionario consular podra invocar libremente cl au- xilio de las autoridndes policiacas locales en cualquier asunto rela- cionado con la conservaci6n del orden interno a bordo de un buque - que enarbole el pabell6n de su pais, dentro del Territorio o de las aguas territoriales del Estado B que lo hubiere recibido y se pro- porcionaran los auxilios nece- sarios cuando fueren pedidos. 4.-El funcionario consular s podra comparecer, en compafiia s de los oficiales y de las tripula- - clones de los barcos que naveguen h bajo el pabell6n de su propio - pais, ante las autoridades judi- r ciales del Estado que lo hubiere 813
