[CHAPTER 291] AN ACT October 28, 1943 [H. R . 2152] For the relief of Rafael Torres. [Private Law 113] Be it enacted by the Senate and House of Representatives of the Rafael Torres. United States of America in Congress assembled, That the Secretary of the Treasury be, and he is hereby, authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to Rafael Torres, of Ysleta, Texas, the sum of $677.05, in full settlement of all claims against the United States Government for damage sus- tained when a truck he was driving while hauling rock for the United States Boundary Commission was thrown into the Rio Grande by cave-in of the levee, on June 12, 1942: Provided, That no part of the amount appropriated in this Act in excess of 10 per centum thereof shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any contract to the contrary notwithstanding. [CHAPTER 292] AN ACT October 28, 1943 AN ACT [S. 425] Authorizing the Comptroller General of the United States to settle and adjust [Private Law 114] the claim of J. C. Munn. Be it enacted by the Senate and House of Representatives of the J. c. Munn. United States of America in Congress assembled, That the Comp- troller General of the United States be, and he hereby is, authorized and directed to settle and adjust the claim of J. C . Munn for the amount of the obligations incurred by him as guardian of William Taylor Hicks, on the recommendation of a representative of the Veterans' Administration, in providing medical and nursing serv- ices, food, household furniture, and other necessities for his said ward, and to allow in full and final settlement of said claim a sum not to exceed $171.75. There is hereby appropriated the sum of $171.75, or so much thereof as may be necessary, for the payment of the claim: Provided, That no part of the amount appropriated in this Act in excess of 10 per centum thereof shall be paid or delivered to or received by any agent or attorney on account of services ren- dered in connection with this claim, and the same shall be unlaw- ful, any contract to the contrary notwithstanding.
