1306 INTERNATIONAL AGREEMENTS OTHER THAN TREATIES [57 STAT. supply, the development of facilities for the adequate disposition of sewage, and the control of endemic and epidemic diseases have figured among the principal objectives of the Salvadoran Government in matters of health and sanitation; that your Government considers that larger development projects of this character will contribute to the realization of the general objectives indicated in the resolution above mentioned; that, for such purpose, the United States Govern- ment, acting through the agency of the Office of the Coordinator of Inter-American Affairs, will send, if it is agreeable to my Government, a small group of experts to El Salvador for the purpose of carrying out a specific program in accord with the Salvadoran Government acting through officials appointed by it; that this group will be under the immediate direction of the chief medical officer of the Office of the Coordinator of Inter-American Affairs, and will work in close cooperation with the corresponding Salvadoran officials; that the salaries and expenses of the group of experts will not be charged against the funds of the project; that the approval for the actual execution of the specific projects agreed upon will be given by the respective Governments to their duly appointed agents; that the expenditures for such projects will be made upon certification by the chief medical officer and the corresponding Salvadoran official ap- pointed for the areas in which the projects will be executed; that these projects when finished will, naturally, become the exclusive property of El Salvador; that the United States Government will be disposed to facilitate such instruction of personnel as the two Governments deem fit, and that your Government anticipates that the Government of El Salvador will be desirous of furnishing, in accordance with its capacities, the raw materials, services, and funds which are deemed necessary for the adequate execution of the program. I have the honor to inform Your Excellency that it was a source of satisfaction to me to lay before the President of the Republic as well as the Members of his Cabinet, the generous terms of your above- mentioned note, and they all charge me to advise you that the Govern- ment of El Salvador accepts and is sincerely grateful for the valued assistance which is offered to it by the United States Government to improve the services indicated.
