Research and development: For the maintenance and development Pot.p. 84. of national standards of measurement; the development of improved methods of measurement; the determination of physical constants and the properties of materials; the investigation of mechanisms and structures, including their economy, efficiency, and safety; the study of fluid resistance and the flow of fluids and heat; the investi- gation of radiation, radioactive substances, and X-rays; the study of conditions affecting radio transmission; the development of methods of chemical analysis and synthesis, and the investigation of the properties of rare substances; investigations relating to the utiliza- tion of materials, including lubricants and liquid fuels; the study of new processes and methods of fabrication; and the solutions of problems arising in connection with standards, $945,000. Standards for commerce: For cooperation with Government pur- chasing agencies, industries, and national organizations in developing specifications and facilitating their use; for encouraging the applica- tion of the latest developments in the utilization and standardization of building materials; for the development of engineering and safety codes, simplified-practice recommendations, and commercial standards of quality and performance, $226,000. During the fiscal year 1945 the head of any department or inde- ntion foTovesrnent pendent establishment of the Government having funds available agencies. for scientific investigations and requiring cooperative work by the National Bureau of Standards on scientific investigations within the scope of the functions of that Bureau, and which the National Bureau of Standards is unable to perform within the limits of its appro- priations, may, with the approval of the Secretary, transfer to the National Bureau of Standards such sums as may be necessary to carry on such investigations. The Secretary of the Treasury shall transfer Transfer of funds. on the books of the Treasury Department any sums which may be authorized hereunder, and such amounts shall be placed to the credit of the National Bureau of Standards for performance of work for the department or establishment from which the transfer is made, including, where necessary, travel expenses and compensation for personal services in the District of Columbia and in the field. Not to exceed $100,000 of funds available to the Bureau by appro- ploentt et sb priation and transfer shall be available for payment of part-time or tists, etc. intermittent employment in the District of Columbia, or elsewhere, of such scientists and technicians as may be contracted for by the Secretary, in his discretion, at a rate of pay not exceeding $25 per diem for any person so employed.
