Be it enacted, Src., That the Secretary of the Treasury be directed to ascertain the amount of tonnage, light-money, duties, and charges Certain tongf all kinds paid on the brig Despatch and her cargo, at the port of ***8* d¤*i¤¤f¤ Boston, in the Commonwealth of Massachusetts, where said vessel was b° r°f°°d°d‘ entered on the twenty-sec0nd day of September, anno Domini eighteen hundred and twenty-two, over and above the duties, tonnage, light-money, et cetera, charged to, and paid by, American vessels from the island of Tobago at that time, and to pay the same over, when so ascertained, to Aaron Baldwin, of Boston, the consignee of said vessel and cargo. Feb, 5, 1g3g_ Be it enacted, &·c., That the Secretary of the Treasurybe, and he is hereby, directed to close the account of Thomas Sumpter, late Minister Acccnn; ic bg Plenipotentiary of the United States at Brazil, by placing to his credit closed. wd ¤l- the sum of six thousand two hundred sixty-three dollars and fifty l°“'°“°° m°d°‘ cents; which said sum was paid to him by order of James Monroe, late President of the United States, towards the expenses which he had incurred, in consequence of the omission of the Government to appoint a Secretary of Legation, during the period of eight years nine months and twenty-four days, for the mission on which he was employed; and which sum was charged against him on the books of the treasury, without the corresponding credit; and also by placing to his creditlthe sum of five thousand six hundred and twenty-nine dollars and sixty-nine cents, which is to be in full of all expenses incurred by him as afore— _ said: Provided, nevertheless, That before this act shall have any effect, Pfovwo. the said Thomas Sumpter shall first execute and deliver to the Secretary of the Treasury, in due form of law, a release to the United States, discharging them from all liability for any claims which he may now have against them for performing consular duties, or duties as agent for prisoners, or on any other account whatsoever.
