The Secretaries of War and Navy shall be responsible for the administration of this Act with respect to members of the armed forces and civilians outside the United States officially attached to and serving with the armed forces; but the Secretary of the Treasury shall be responsible for the administration of this Act with respect to mem- bers of the Coast Guard who are operating under the Treasury Departs ment and civilians outside the United States officially attached to and serving with the Coast Guard. The Administrator of the War Ship- ping Administration shall be responsible for the administration of this Act with respect to members of the merchant marine of the United States. Any of the officers specified above may delegate to one or more of the others, with his or their consent, any of his functions under this Act. "SEPARABILITY "SEC. 404. If any provision of this Act or the application of such provision to any person or circumstance shall be held invalid, the validity of the remainder of the Act and the applicability of such pro- vision to other persons or circumstances shall not be affected thereby. " ACT TO BE CONSTRUED LIBERALLY "SEC. 405. The provisions of this Act shall be construed liberally in order to effectuate its purposes." Approved April 19, 1946.
