YOUR EXCELLENCY, In your note No. 5028 of 29th October, Your Excellency was so good as to inform me that the United States Government had agreed to the proposal that steps should be taken to invite the Central Com- mission of the Rhine to resume its functions on an emergency and interim basis and with the participation of a representative of the United States Government. 2. I now have the honour to inform Your Excellency that the Belgian and Netherlands Governments and the French Provisional Govern- ment have also agreed to the above proposal and are of the opinion that in present circumstances the Allied military authorities con- trolling German riparian territory should be represented at the meet- ings of the Commission by liaison officers. 3.
