Post, p. 1159. may be made from this appropriation by the Commission upon approval by the Director of the Bureau of the Budget to any depart- ment, agency, corporation, or independent establishment of the Gov- ernnent for direct expenditure for the purposes of this appropriation, and any such expenditures may be made under the specific authority herein contained or under the authority governing the activities of the department, agency, corporation, or independent establishment to which amounts are allocated: Provided further, That the Commission may enter into agreements with governmental and private agencies and may make payment in advance or by reimbursement for expenses incurred by such agencies in rendering assistance to the Commission in carrying out the purposes of this Act. FEDERAL WORKS AGENCY Administrative expenses, water-pollution control: For expenses necessary, fiscal year 1949, to carry out the administrative functions of the Federal Works Agency under the provisions of S. 418, relating to pollution control activities, $75,000, including personal services in the District of Columbia; travel, printing and binding; and services as authorized by section 15 of the Act of August 2, 1946 (5 U.
