No person shall be appointed pur- suant to this section until she shall have established her mental, moral, educational, professional, and physical qualifications to the satisfaction of the Secretary of the Navy. From the women officers serving in the grade of lieutenant ommander or above, one woman officer may be detailed to duty in the Bureau of Naval Personnel as an assistant to the Chief of Naval Per- sonnel. She shall have the rank of captain while so serving, and shall be entitled to pay and allowances as are now or may be hereafter pre- scribed by law for a captain of the Regular Navy, and her regular status as a commissioned officer in the Navy shall not be disturbed by reason of such detail. In each other instance, service in grade shall be computed from the date of rank stated in the appointment to the grade concerned.
