The Royal Norwegian Govern- ment may draw upon any remaining balance in the Special Account for such purposes as may be agreed from time to time with the Govern- ment of the United States of Ameri- ca. Ved overveiel- sen av forslag fremsatt av den kgl. norske regjering om uttak av Sarkontoen vil Amerikas For- ente Staters regjering ta i be- traktning behovet for a fremme eller opprettholde indre penge- messig og finansiell stabilitet i Norge, for a stimulere produk- tiv virksomhet og internasjonal handel og for a utforske og utvikle nye kilder til velstand i Norge.
