It is understood that any agreements which might be ar- rived at pursuant to paragraph 2 Ante, p.gl9. of Article X would be subject to ratification by the Senate of the United States of America. 14. It is understood that the Belgian Congo and the territories of Ruanda-Urundi are included in the definition of "Belgium" in Ant, p.2191 . paragraph (a) of Article XI in order to make clear the application of the provisions of this Agree- ment to those areas and does not prejudice the legal relationship existing between the Kingdom of Belgium and such areas.
