SEC. 102. Appropriations under this title available for salaries and expenses shall be available for stenographic reporting services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. 55a), for examination of estimates of appropriations in the field, and for expenses of attendance at meetings concerned with the function or activity for which any such appropriation is made. SEC. 103. Not to exceed 5 per centum of any appropriation in this title may be transferred to any other such appropriation but no such appropriation shall be increased by more than 5 per centum by any such transfer: Provided, That no such transfer shall be used for creation of new functions within the Department. This title may be cited as the "Department of Labor Appropriation Act, 1952".
