convicted of violating the Act entitled "An Act to prevent pernicious political activities", approved August 2, 1939, as amended, or who has been found in accordance with the provisions of title 18, United States Code, section 1913, to have violated or attempted to violate such section which prohibits the use of Federal appropriations for the payment of personal services or other expenses designed to influence in any manner a Member of Congress to favor or oppose any legislation or appropriation by Congress except upon request of any Member or through the proper official channels. >

PRODUCTION AND MARKETING ADMINISTRATION AGRICULTURAL ADJUSTMENT PROGRAMS
To enable the Secretary to formulate and carry out acreage allotment and marketing quota programs pursuant to provisions of title III of the Agricultural Adjustment Act of 1938, as amended (7 U.S.C. 1301-1393), and to provide advice and assistance to selective service ^2 Stat. 38. authorities in connection with farm labor, $38,500,000, of which not more than $5,500,000 shall be transferred to the appropriation account "Administrative expenses, section 392, Agricultural Adjustment Act of 1938": Provided, That $6,000,000 of this appropriation shall be ^ use 1392. placed in reserve pending determination by the Secretary as to the necessity of marketing quotas for the 1954 crop of wheat, and this amount shall be released in such sums and at such times as may be determined by the Bureau of the Budget to be necessary. SUGAR ACT PROGRAM
To enable the Secretary to carry into effect the provisions of the Sugar Act of 1948 (7 U.S.C. 1101-1160), $59,645,000 to remain available until June 30 of the next succeeding fiscal year: Provided, That expenditures (including transfers) from this appropriation for other than payments to sugar producers shall not exceed $1,445,000.

SCHOOL L U N C H PROGRAM
To enable the Secretary to carry out the provisions of the National School Lunch Act (42 U.S.C. 1751-1760), $83,365,000: Provided, That no part of this appropriation shall be used for nonfood assistance under section 5 of said Act. MARKETING
