CHAPTER 29

AN ACT To amend the rice marketing quota provisions of the Agricultural Adjustment Act of 1938, as amended.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 353 of fi'Stat. 6L the Agricultural Adjustment Act of 1938, as amended, is amended, ^ tree 1353. effective beginning with the 1955 crop of rice, by adding at the end thereof the following new subsection: '•(e) Any part of the farm rice acreage allotment on which rice will of^8iSISd*i?ld'^not be planted and which is voluntarily surrendered to the county lotment. committee shall be deducted from the allotment to such farm and may be reapportioned by the county committee to other farms in the same county receiving allotments in amounts determined by the county committee to be fair and reasonable on the basis of the past production of rice by the producers on the farm or the past production of rice on the farm, as the case may be; acreage allotments previously established for the farm or for the producers on the farm, as the case may be; abnormal conditions affecting acreage; land, labor, water, and equipment aA'ailable for the production of rice; crop-rotation practices; and the soil and other physical factors affecting the production of rice. Any allotment surrendered under this provision shall be regarded for the purposes of subsection (b) of this section as having been planted on the farm from which surrendered, except that this shall not operate to make the farm from which the allotment was surrendered eligible for an allotment as having rice planted thereon, or to make any producer thereon eligible for an allotment as having produced rice, during the five-year base period." Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 353 of Aifotment hiathe Agricultural Adjustment Act of 1938, as amended, is amended by tory. adding to subsection (c) thereof the following new paragraph: • "ire*c* 13^53.^* "In determining the past production of rice by producers on a farm for the purpose of establishing farm acreage allotments for the 1956 and subsequent crops, the acreage of rice on the farm for any year for which farm acreage allotments were in effect shall be divided among the producers thereon in the proportion in which they contributed to the farm acreage allotment."
