SEC. 102. Contracts entered into in foreign countries involving ex)enditures from any of the appropriations under this title shall not )e subject to the provisions of section 3741 of the Revised Statutes ( 4 1 U.S.C.22). SEC. 103. The exchange of funds for payment of expenses in connection with the operation of diplomatic and consular establishments abroad shall not be subject to the provisions of section 3651 of the Revised Statutes (31 U.S.C. 543). SEC. 104. Appropriations under this title available for expenses in connection with travel of personnel outside the continental United States, including travel of dependents and transportation of personal effects, household goods, or automobiles of such personnel shall be available for such expenses when any part of such travel or transportation begins in the current fiscal year pursuant to travel orders issued in that year, notwithstanding the fact that such travel or transportation may not be completed during the current fiscal year. SEC. 105. Notwithstanding the provisions of section 16a of the Act of August 2, 1946 (5 U.S.C. 78 (a)), Government-owned vehicles may be used in foreign countries for transportation of United States Government employees from their residence to the office and return when public transportation facilities are unsafe or are not available: Provided, That each Chief of Mission shall have prior authority from the Secretary of State to approve such transportation. SEC. 106. Appropriations under this title for "Salaries and expenses", "International contingencies", and "Missions to international organizations" are available for reimbursement of the General Services Administration for security guard services for protection of confidential files. SEC. 107. The Secretary of State, with the approval of the Bureau of the Budget, shall prescribe the maximum rates (not to exceed $12 per day) of per diem in lieu of subsistence (or of similar allowances therefor) payable while away from their own countries to foreign participants in any exchange of persons program, or in any program of furnishing technical information and assistance, under the jurisdiction of any Government agency, and said rates may be fixed without regard to any provision of law in limitation thereof. SEC. 108. No part of any appropriation contained in this title shall be used to pay the salary or expenses of any person assigned to or serving in any office of any of the several States of the United States or any political subdivision thereof. SEC. 109. None of the funds appropriated in this title shall be used (1) to pay the United States contribution to any international organization which engages in the direct or indirect promotion of the principle or doctrine of one world government or one world citizenship; (2) for the promotion, direct or indirect, of the principle or doctrine of one world government or one world citizenship. SEC. 110. I t is the sense of the Congress that the Communist Chinese Government should not be admitted to membership in the United Nations as the representative of China. This title may be cited as the "Department of State Appropriation Act, 1957".
