part-time or intermittent service as a member of the International Organizations Employees Loyalty Board in the Civil Service Commission as established by Executive Order 10422, dated January 9, 1953, as amended. Annuities, Panama Canal construction employees and Lighthouse Service widows: For payment of annuities authorized by the Act of May 29, 1944, as amended (48 U.S.C. 1373a), and the Act of August 19, 1950 (64 Stat. 465), $2,360,000. Administrative expenses, employees' life insurance fund: Not to exceed $123,800 of the funds in the "Employees' Life Insurance F u n d " shall be available for reimbursement to the Civil Service Commission for administrative expenses incurred by the Commission during the current fiscal year in the administration of the Federal Employees' Group Life Insurance Act. Operations: For necessary expenses, not otherwise provided for, in carrying out the provisions of the Federal Civil Defense Act of 1950, as amended (50 U.S.C. App. 2251-2297), including services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. 55a); reimbursement of the Civil Service Commission for full field investigations of employees occupying positions of critical importance from the standpoint of national security; expenses of attendance at meetings concerned with civil defense functions; reimbursement of the General Services Administration for security guard services; not to exceed $6,000 for the purchase of newspapers, periodicals, and teletype news services; not to exceed $750,000 for expenses of travel; and not to exceed $6,000 for emergency and extraordinary expenses to be expended under the direction of the Administrator for such purposes as he deems proper, and his determination thereon shall be final and conclusive; $17,000,000. Federal contributions: For financial contributions to the States, not otherwise provided for, pursuant to subsection (i) of section 201 of the Federal Civil Defense Act of 1950, as amended, to be equally matched with State funds, $17,000,000, to remain available until June 30, 1959. Emergency supplies and equipment: For expenses necessary for warehousing and maintenance of reserve stocks of emergency civil defense materials as authorized by subsection (h) of section 201 of the Federal Civil Defense Act of 1950, as amended, $3,300,000. Surveys, plans, and research: For expenses, not otherwise provided for, necessary for studies and research to develop measures and plans for evacuation, shelter, and the protection of life and property, as authorized by section 201(d) of the Federal Civil Defense Act of 1950, as amended, including services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. 55a), $2,000,000, to remain available until expended. No part of any appropriation in this Act shall be available for the construction of warehouses or for the lease of warehouse space in any building which is to be constructed specifically for the use of the Federal Civil Defense Administration.
