PAYMENTS TO SCHOOL DISTRICTS

For payments to local educational agencies for the maintenance and operation of schools as authorized by the Act of September 30, 1950, 20 us*?:'23fr245. ^s amended (20 U.S.C., ch. 13), $163,957,000: Provided, That this appropriation shall also be available for carrying out the provisions of section 6 of such Act. ASSISTANCE FOR SCHOOL CONSTRUCTION

For an. additional amount for providing school facilities and for grants to local educational agencies in federally affected areas, as authorized by the Act of September 23, 1950, as amended (20 U.S.C., 20 USC* lt\'6AS. ch. 14), including not fo exceed $1,000,000 for necessary expenses during the current fiscal year of technical services rendered by other agencies, $61,135,000, to remain available until expended: Provided, That no part of this appropriation shall be available for salaries or other direct expenses of the Department of Health, Education, and Welfare. DEFENSE EDUCATIONAL ACTIVITIES

For grants, loans, and payments under the National Defense Edu2au8C40inot.. nation Act of 1958 (72 Stat. 1580-1605), $150,000,000, of which $30,000,000 shall be for capital contributions to student loan funds; $1,000,000 shall be for loans for non-Federal capital contributions to student loan funds; $60,000,000 for grants to States and loans to nonprofit private schools for science, mathematics, and modern language teaching facilities and $4,000,000 for grants to States for supervisory and other services; $7,000,000 for grants to States for area vocational education programs; and $15,000,000 for grants to States for testing, guidance, ana counseling: Prow'c^eflJ further, That no part of this appropriation shall be available for the purchase of science, mathematics, and modern language teaching equipment, or equipment suitable for use for teaching in such fields of education, which can be identified as originating in or having been exported from a Communist country, unless such equipment is unavailable from any other source. EXPANSION OF I^BAOHING IN EDUCATION OF THE MENTALLY RETARDED

For grants to public or other nonprofit institutions of higher learning and to State educational agencies, pursuant to the Act of aoUSC 6ii.6i7. September 6, 1958 (72 Stat. 1777), $1,000,000: Prot^i^^ef. That section 2 of such Act is amended by adding at the end thereof the following: 'Such grants ^ a l l also be available to assist such institutions in meeting the costs of training such personnel.". For expenses necessary for the Office of Education, including surveys, studies, investigations, and reports regarding libraries: coordination of library service on the national level with other lonns of adult education; development of library service throughout the country; purchase, distribution, and exchange of educational documents, motion-picture films, and lantern slides; and cooperative research, surveys, and demonstrations in education as authorized by the Act of July 26, 1954 (20 U.S.C. 881-382); $12j800,000, of which not less than $650,000 shall be available for the Division of Vocational Education as authorized.
