There may be transferred from the appropriation to the Department of Defense for "Operation and maintenance, Army," fiscal year 1960, an amount, to be determined by the Bureau of the Budget, but not to exceed $750,000, to the appropriation for the current fiscal year for "Salaries and expenses, Bureau of Prisons". For salaries and expenses necessary for the annual meeting of the North Atlantic Treaty Parliamentary Conference for 1959 to be held in Washington, District of Columbia, as authorized by section 702 of the Mutual Security Act of 1959, $80,000, to be disbursed by the Clerk of the House. SENATE

ADMINISTRATIVE PROVISIONS
The Secretary of the Senate may hereafter fix the compensation of the assistant parliamentarian, the legislative clerk, and the journal clerk at not to exceed $7,620 basic per annum each. (a) The second proviso in the paragraph relating to the authority of Senators to rearrange the basic salaries of employees in their respective offices which appears in the Legislative Branch Appropriation Act, 1947, as amended (2 U.S.C. 60f), is amended to read as follows: '"Provided further, That no salary shall be fixed under this section at a basic rate of more than $5,100 per annum, except 32716 O-60—31
