(f) This section shall become effective with respect to merchandise entered, or withdrawn from warehouse, for consumption on or after the thirtieth day after the date of enactment of this Act. SEC. 3. (a) Paragraph 1631(a) of the Tariff Act of 1930, as amended (19 U.S.C. sec. 1201, par. 1631(a)), is further amended by inserting "book binding or cover," after "book,". (b) The amendment made by this section shall apply with respect to articles entered, or withdrawn from warehouse, for consumption during the two-year period beginning on the date of the enactment of this Act and to articles covered by entries or withdrawals which have not been liquidated or the liquidation of which has not become final on such date of enactment. Be it enacted by the Senate and House of Repre-sentatweH of the United States of America in Congress assembled, That the second A^rT^t m e nt of sentence of section 12 of the Act of March 4, 1915 (38 Stat. 1169; 46 wages, prohibili.S.C. 601), is amended by striking out the period at the end thereof *'°"and inserting a colon in lieu thereof and the following: 'And provided further, That no part of the wages due or accruing to a master, officer, or any other seaman who is a member of the crew on a vessel engaged in the foreign, coastwise, intercoastal, interstate, or noncontiguous trade shall be withheld pursuant to the provisions of the tax laws of any State, Territory, possession, or Commonwealth, or a subdivision of any of them." To authorize the erection of a plaque in honor of the late Honorable Sam D. McReynolds on or near the site of the Chickamauga Dam. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Sam D. McReynolds Memorial Committee is hereby authorized to place, at no cost to the United States, on or near the site of the Chickamauga Dam a suitable memorial plaque in honor and appreciation of the late Honorable Sam D. McReynolds, formerly a Member of the House of Representatives, for his contributions to the erection of such dam and for his interest in and contributions to the success of the Tennessee Valley Authority and the purposes for which such Authority was created. The suitability of the size, design, and exact location of such plaque shall be subject to the approval of the Board of Directors of the Tennessee Valley Authority. Approved September 14, 1959.
