voluntary support of our citizens in carrying out its many responsibilities: NOW, THEREFORE, I, DWIGHT D. EISENHOWER, President of the United States of America and Honorary Chairman of the American National Red Cross, do hereby designate March 1960 as Red Cross Month; and I urge all Americans to support the Red Cross as an instrument of their charitable concern for their neighbors in need. of America A Proclamation WHEREAS many millions of our citizens enjoy the sport of boating for recreation and relaxation; and WHEREAS safety on the waterways is as important as safety on the highways; and WHEREAS the Congress of the United States, in seeking to focus national attention on the importance of safe boating practices, by a joint resolution approved June 4, 1958 (72 Stat. 179), has authorized and requested the President to proclaim annually the week which includes July 4 as National Safe Boating Week: NOW, THEREFORE, I, DWIGHT D.
