resources of the sea bed and subsoil thereof; and WHEREAS section 12(a) of the Outer Continental Shelf Lands Act authorizes « use 1341. the President to withdraw from disposition any of the unleased lands of the outer Continental Shelf; and WHEREAS section 5 of the Outer Continental Shelf Lands Act authorizes « use 1334. the Secretary of the Interior to prescribe rules and regulations for the conservation of the natural resources of the outer Continental Shelf and to cooperate with the conservation agencies of adjacent States in the enforcement of conservation laws, rules, and regulations: NOW, THEREFORE, I, DWIGHT D.
