entertainment within the United States (not to exceed $1,000); services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. o5a); and advance of funds notwithstanding section 3648 of the Revised Statutes, as amended; $25,705,000, of which not less than $5,500,000 shall be used to purchase foreign currencies or credits owed to or owned by the Treasury of the United States: Provided, That not to exceed $1,568,750 may be used for administrative expenses during the current fiscal year. INTERNATIONAL EDUCATIONAL EXCHANGE ACTIVITIES (SPECIAL FOREIGN CURRENCY PROGRAM)
For purchase of foreign currencies which accrue under title I of the Agricultural Trade Development and Assistance Act of 1954, as inXf^^'^ih^^n'h amended (7 U.S.C. 1704), for the purposes authorized by sections Stat. 275, 1791; 73 104(h), 104(i), 104(k), 104(o), and 104(p) of the Agricultural Stat. 607. Trade Development and Assistance Act, as amended, to remain available until expended, $6,600,000, of which not less than $2,862,500 shall be available to purchase currencies which the Treasury Department shall determine to be excess to normal requirements of the United States: Provided, That this appropriation shall not be used for the purchase of currencies available in the Treasury for the purposes of 68 Stat. 457. section 104(f) of such Act unless such currencies are excess to the normal requirements of the United States: Provided further, That the dollar value of the unexpended balances, as of June 30, 1960, of allocations of foreign currencies heretofore made to the Department of State for the purposes of section 104(h) and section 104(j) is appropriated as of that date and shall be merged with this appropriation. For an additional amount for necessary expenses for the survey and construction of the Rama Road, Nicaragua, in accordance with the provisions of section 5 of the Federal-Aid Highway Act of 1952 (66 Stat. 160), as supplemented by section 8 of the Federal-Aid Highway Act of 1954 (68 Stat. 74) and the Act of September 2, 1958 (72 Stat. 1709), $1,000,000, to remain available until expended: Provided, That transfer of funds may be made from this appropriation to the Department of Commerce for the performance of work for which the appropriation is made.
