TITLE VII — I N T E K S T A T E COMMISSION ON THE POTOMAC RIVER BASIN CONTRIBUTION TO INTERSTATE COMMISSION ON THE POTOMAC RIVER BASIN
To enable the Secretary of the Treasury to pay in advance to the Interstate Commission on the Potomac River Basin the Federal contribution toward the expenses of the Commission during the current fiscal year in the administration of its business in the conservancy district established pursuant to the Act of July 11, 1940 (54 Stat. 748), $5,000.

TITLE VIII—UNITED STATES SOLDIERS' HOME LIMITATION ON OPERATION AND MAINTENANCE AND CAPITAL OUTLAY
For maintenance and operation of the United States Soldiers' Home, to be paid from the Soldiers' Home permanent fund, $5,664,000: Provided, That this appropriation shall not be available for the payment of hospitalization of members of the Home in United States Army hospitals at rates in excess of those prescribed by the Secretary of the Army, upon the recommendation of the Board of Commissioners of the Home and the Surgeon General of the Army. SEC. 902. SEC. 904.
