delivery of deserters, prisoners, and members absent without leave, including payment of rewards of not to exceed $25 in any one case, $4,117,690,000, and, in addition $70,000,000 which shall be derived by transfer from the Air Force stock fund and the Defense stock fund. For pay, allowances, clothing, subsistence, gratuities, travel, and related expenses for personnel of the Army Reserve on active duty while undergoing reserve training, or while performing drills or equivalent duty, and for members of the Reserve Officers' TrainingCorps, as authorized by law, $239,200,000: Provided, That the Army Reserve will be programed to attain an end strength oi three hundred thousand for fiscal year 1963: Provided further, That insofar as practicable in any reorganization or realinement for the purpose of modernization the number and geographical location of existing units will be maintained.
