Not to exceed $180,000 of funds heretofore appropriated under the heading "Capital outla;^", in the District of Columbia Appropriation Act, 1963, shall be available for the purchase of equipment for the Evans Junior High School and shall be in addition to the amount heretofore provided for such purpose. The sums appropriated in this title for the District of Columbia shall, unless otherwise specifically provided for, be paid out of the general fund of the District of Columbia, as defined in the District of Columbia Appropriation Act for the fiscal year involved.
