Rates of Duty

there shall be Imposed upon printing paper provided for In Item 252.67 of this part when imported either directly or indirectly from such country, dependency, province, or other subdivision of government, an additional duty of 10 per centum ad valorem and In addition thereto an amount equal to the highest export duty or other export charge imposed by such country, dependency, province, or other subdivision of government, upon either an equal amount of printing paper or an amount of wood pulp or wood for use In the manufacture of wood pulp necessary to manufacture such printing paper.

In rolls and sheets, not cut to size or shape, and not made up into articles finished or not finished. Printed paper or paperboard is covered In this subpart only if the printing is merely Incidental to the primary use of the article or Is employed mainly for coloration or to produce a decorative or novelty effect. 2. For the purposes of this subpart, paperboard described In items 251.35, 251.40, 251.45, 251.49 and 251.51 under 0.012 Inch In thickness shall be deemed to be paper.
