For an additional amount for "Grants for maternal and child welfare", $16,500,000, of which $5,000,000 shall be available for maternal and child health services, $5,000,000 for services for crippled children, $5,000,000 for special project grants for maternity and infant care pursuant to section 681 of the Social Security Act, and $1,500,000 for research projects relating to maternal and child health and crippled children'services: Provided, That $1,250,000 of the additional amount appropriated herein for maternal and child health services which is available under section 502(b) of the Social Security Act shall be used only for special projects for mentally retarded children, and $1,260,000 of the additional amount appropriated herein for services for crippled children which is available mider section 512(b) Qf sucii ^^ct, shall be used only for special projects for services for crippled children who are mentally retarded.
