CHAPTER X II GENERAL PROVISIONS SEC. 1201. No part of any appropriation contained in this Act shall remain available for obligation beyond the current fiscal year unless expressly so provided herein. SEC. 1202. The appropriations, authorizations, and authority with respect thereto in this Act shall be available from July 1, 1965, for the purposes provided in such appropriations, authorizations, and authority. All obligations incurred during the period between June 30, 1965, and the date of enactment of this Act in anticipation of such appropriations, authorizations, and authority are hereby ratified and confirmed if in accordance with the terms hereof, and the terms of of Public Law 89-58, Eighty-ninth Congress, as amended. That the Adniinis- Graphite, etc. trator of General Services is hereby authorized to dispose of, by nego*^P°^^ • tiation or otherwise: (1) approximately sixteen thousand five hundred and eighty-six short tons of Malagasy oiystalline graphite and two thousand and nine short tons of crystalline graphite produced in countries other than Ceylon and Malagasy, now held in the national stockpile established pursuant to the Strategic and Critical Materials Stock Piling Act (50 r. S. ( \ 98-98h) and the supplemental stockpile estab- ^o Stat. 596. lished pursuant to section 104(b) of the Agricultural Trade Development and Assistance Act of 1954, as amended (7 U.S.C. lT04(b)); (2) ^3 Stat. 607. approximately four million three hundred and eighty-eight thousand five hundred and twenty-two ]x>unds of sto(?kpile grade quartz crystals and four hundred and sixty-seven thousand eight lumdred and sixteen jjounds of nonstockpile grade quartz crystals, now held in said national and.supplemental stockpiles, and (3) approximately one thousand and forty-nine sJiort tons of lump steatite talc now held in said national stockjiile. Such dispositions may be made without I'egard to the provisions of section 3 of the Strategic and ('rit ical Materials Stock Piling Act: Provided, That the time and method of disposition shall be fixed with due regard to the protection of the United States agaitist avoidal>le loss and the protection of producers, processors, and consumers against avoidable disruption of their usual markets.
