Appropriations to the Forest Service for the current fiscal year shall be available for: (a) purchase of not to exceed one hundred and nine passenger motor vehicles of which one hundred and one shall be for replacement only, and hire of such vehicles; operation and maintenance of aircraft and the purchase of not to exceed six for replacement only; (b) employment pursuant to the second sentence of section 706(a) of the Organic Act of 1944 (5 U.S.C. 574), and not to exceed $25,000 for employment under section 15 of the Act of August 2, 1946 (5 U.S.C. 55a); (c) uniforms, or allowances therefor, as authorized by the Act of September 1, 1954, as amended (5 U.S.C. 2131); (d) purchase, erection, and alteration of buildings and other public improvements (5 U.S.C. 565a); (e) expenses of the National Forest Reservation Commission as authorized by section 14 of the Act ^f March 1, 1911 (16 U.S.C. 514); and (f) acquisition of land and interests therein for sites for administrative purposes, pursuant to ^^6 Act of August 3, 1956 (7 U.S.C. 428a). Except to provide materials required in or incident to research or experimental work where no suitable domestic product is available, no part of the funds appropriated to the Forest Service shall be exjiended in the purchase of twine manufactured from commodities or materials produced outside of the United States. Funds appropriated under this Act shall not be used for acquisition of forest lands under the provisions of the Act approved March 1, 1911, as amended (16 U.S.C. 513-519, 521), where such land is not within the boundaries of an established national forest or purchase unit nor shall these lands be acquired without approval of the local government concerned.
