AN ACT To amend the Watershed Protection and Flood Prevention Act to permit the Secretary of Agriculture to contract for the construction of works of improvement upon request of local organizations.

Be it emietej} by the Senate and House of Representatives of the United /States of America m Congress asuemhled^ That section 5(2) of the Watershed Protection and Flood Prevention Act is amended to read as follows: "(2) Except as to the installation of works of improvement on Federal lands, the Secretary shall not construct or enter into any contract lor the construction of any structure: Provided, That, if requested to do so by the local organization, the Secretary may enter into contracts for the constmction of structures."' AN ACT To authorize the further amendment of the Peace Corps Act.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 3(b) of the Peace Corps Act, as amended, Which authorizes appropriations to carry out the purposes of that Act, is amended by striking out "1968" and "$115,700,000" and substituting "1969" and "$112,800,000", respectively. AN ACT To provide for uniform annual observances of certain legal public holidays on Mondays, and for other purxK>ses.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That (a) section 6103(a) of title 5, United States Code, is amended to read as follows: "§ 6103. Holidays " (a) The following are legal public holidays: "New Year's Day, January 1. "Washington's Birthday, the third Monday in February. "Memorial Day, the last Monday in May. "Independence Day, July 4. "Labor Day, the first Monday in September. "Columbus Day, the second Monday in October. "Veterans Day, the fourth Monday in October. "Thanksgiving Day, the fourth Thursday in November. "Christmas Day, December 25." (b) Any reference in a law of the United States (in effect on the effective date of the amendment made by subsection (a) of this section) to the observance of a legal public holiday on a day other than the day prescribed for the observance of such holiday by section 6103(a) of title 5, United States Code, as amended by subsection (a), shall on and after such effective date be con-
