SEC. 9. Appropriations in this Act shall not be available for the payment of rates for electric current for street lighting in excess of 2 cents per kilowatt-hour for current consumed. SEC. 10. All motor-propelled passenger-carrying vehicles (including Vehicle u s e. watercraft) owned by the District of Columbia snail be operated and utilized in conformity with section 16 of the Act of August 2, 1946 (60 Stat. 810), and shall be under the direction and control of the 31 USC 638a. Commissioner, who may from time to time alter or change the assignment for use thereof, or direct the alteration of interchangeable use of any of the same by officers and employees of the District, except as otherwise provided in this Act. "Official purposes" as used in section 16 shall not apply to the Commissioner, the Deputy Commissioner, and the Chairman of the City Council of the District of Columbia or in cases of officers and employees the character of whose duties makes such transportation necessary, but only as to such latter cases when approved by the Commissioner. Appropriations contained in this Act for highways and control. and ice traffic and sanitary engineering shall be available for snow and ice control work when ordered by the Commissioner in writing.
