who may from time to time alter or change the assignment for use thereof or direct the alteration of interchangeable use of any of the same by officers and employees of the District, except as otherwise provided in this Act. "Official purposes" as used in the section 16 3? us^l e'^^ shall not apply to the Commissioner, the Deputy Commissioner, and the Chairman of the City Council of the District of Columbia or in cases of officers and employees the character of whose duties makes such transportation necessary, but only as to such latter cases when approved by the Commissioner. SEC. 15. Except as otherwise provided herein, limitations and legis- iggg^' *^°^ '*' lative provisions contained in the District of Columbia Appropriation Act, 1961, shall be applicable during the current fiscal year: 74 Stat. 17. Provided, That the limitation for "Construction Services, Department of Buildings and Grounds" shall, during the current fiscal year, be 10 per centum of appropriations for all construction projects: Provided further, That during the current fiscal year, the limitation with respect to a central heating system, under the heading "Department of Sanitary Engineering", shall not be applicable. Appropriations in this Act shall be available for the payment of public assistance without reference to the requirement of subsection (b) of section 5 of the District of Columbia Public Assistance Act of 1962 and for the non-Federal share of funds necessary to 76 Stat. 915. qualify for Federal assistance under the Act of July 31, 1968 (Public 20?:^ ^°^ ^' Law 90-445). 82 Stat. 462.
