The Conoress expi-esses its appreciati()n foi' Pi-esident Truman's determined and firm jjobcies in respect to foreign alrairs which, with invahiable bipartisan snpport, (1) helped in the innnediate years after AVorld War II to reconstruct a ravaged and weakened Western Europe; (2) firndy set the face of the United States against aggression in both Europe and Asia; and (8) provide(l desperately needed technical aid and other assistance in the best tradition of American generosity to developing nations struggling to create free and 2)rosperous and deuKK'ratic conditions for their peoples. SEC. 4. The Congress further recognizes that President Truman no less heeded the plight of all Americans whom prosperity and justice had passed by and that he boldly advocated programs designed to translate the promise of a bountiful America into fulHllment for each and every American.
