airmail and special delivery postage stamps, supplies, staff personnel, or any other specific item for the operation of the standing committees, and containing an authorization for the payment from the contingent fund of the House of the expenses of any of the foregoing items provided by that resolution, subject to and until enactmient of the provisions of the resolution as permanent law.". SEC. 111. (a)(1) Part 3 of title I of the Legislative Keorganization Act of 1946 (60 Stat. 831) is amended by inserting immediately after section 133 thereof the following new section:

"SENATE COMMITTEE HEARING PROCEDURE

"SEC. 133A. (a) Each standing, select, or special committee of the Senate (except the Committee on Appropriations) shall make public announcement of the date, place, and subject matter of any hearing to be conducted by the committee on any measure or matter at least one week before the commencement of that hearing unless the committee determines that there is good cause to begin such hearing at an earlier date.". (2) Title I of the table of contents of the Legislative Reorganization Act of 1946 (60 Stat. 813) is amended by inserting, immediately below the item relating to section 133 contained in that title, the following: "Sec. 133A. Senate committee hearing procedure.".

(b) Clause 27(f) of Rule X I of the Rules of the House of Representatives is amended to read as follows: " (f)(1) Each committee of the House (except the Committee on Rules) shall make public announcement of the date, place, and subject matter of any hearing to be conducted by the committee on any measure or matter at least one week before the commencement of that hearing, unless the committee determines that there is good cause to begin such hearing at an earlier date. If the committee makes that determination, the committee shall make such public announcement at the earliest possible date. SEC. 112. (a) Section 133A of the Legislative Reorganization Act of 1946, as enacted by section 111(a) of this Act, is amended by adding at the end thereof the following new subsection: "(b) Each hearing conducted by each standing, select, or special committee of the Senate (except the Committee on Appropriations) shall be open to the public except when the committee determines that the testimony to be taken at that hearing may relate to a matter of national security, may tend to reflect adversely on the character or reputation of the witness or any other individual, or may divulge matters deemed confidential under other provisions of law or Government regulation.". (b) Clause 27(f) of Rule X I of the Rules of the House of Representatives, as amended by section 111(b) of this Act, is further amended by adding at the end thereof the following new subparagraph: "(2) Each hearing conducted by each committee shall be open to the public except when the committee, by majority vote, determines otherwise.".
