GENERAL PROVISIONS—THE PANAMA CANAL

The Governor of the Canal Zone is authorized to employ services as authorized by 5 U.S.C. 3109, in an amount not exceeding $150,000. Funds appropriated for operating expenses of the Canal Zone Government may be apportioned notwithstanding section 3679 of the Revised Statutes, as amended (31 U.S.C. 665), to thie extent necessary to permit payment of such pay increases for officers or employees as may be authorized by administrative action pursuant to law which are not in excess of statutory increases granted for the same period in corresponding rates of compensation for other employees of the Government in comparable positions.

For grants for construction of waste treatment works pursuant to section 8 of the Federal Water Pollution Control Act, as amended, to remain available until expended, $1,000,000,000: Provided, That not to exceed $200,000,000 of such amount may be available for allocation to States based on eligibility for reimbursement under provisions of section 8(c) of the Act or severe local and basin-wide water pollution problems: Provided further, That sums not obligated at the end of the fiscal year from the amounts allocated to each State shall be reallotted in accordance with the provisions in the Act: Provided further, That funds appropriated for fiscal year 1970 and allocated to States shall not be reallotted in accordance with section 8(c) of the Federal Water Pollution Control Act, as amended, until May 15, 1971.

For carrying out the functions of the Bureau of Reclamation as provided in the Federal reclamation laws (Act of June 17, 1902, 32 Stat. 388, and Acts amendatory thereof or supplementary thereto) ^^ "^^ ^^ '*" and other Acts applicable to that Bureau, as follows: "°*^' GENERAL I N V E S T I G A T I O N S

For engineering and economic investigations of proposed Federal reclamation projects and studies of water conservation and development plans and activities preliminary to the reconstruction, rehabilitation and betterment, financial adjustment, or extension of existing projects, to remain available until expended, $19,066,000, of which $17,300,000 shall be derived from the reclamation fund: Provided, That none of this appropriation shall be used for more than one-half of the cost of an investigation requested by a State, municipality, or other interest: Provided further, That $360,000 of this appropriation shall be transferred to the Bureau of Sport Fisheries and Wildlife
