poses, then such an institutional undergraduate course offered by such college or university with such minimum number of such semester hours shall be considered a full-time course, but in the event such minimum number of semester hours is less than twelve semester hours or the equivalent thereof, then twelve semester hours or the equivalent thereof shall be considered a full-time course." SEC. 13. Section 3010 of title 38, United States Code, is amended by adding at the end thereof a new subsection as follows: " (n) The effective date of the award of any benefit or any increase therein by reason of marriage or the birth or adoption of a child shall be the date of such event if proof of such event is received by the Veterans' Administration within one year from the date of the marriage, birth, or adoption." Newt Graham lock and dam. Newt Graham Lake. Designation. 60 Stat. 6 3 4, 6 3 5.

AN ACT To name the authorized lock and dam numbered 18 on the Verdigris River in Oklahoma and the lake created thereby for Newt Graham.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That lock and dam numbered 18 on the Verdigris River, Oklahoma, a feature of the Arkansas River and tributaries navigation project, authorized to be constructed by the River and Harbor Act of July 24, 1946 (60 Stat. 641, 647), as amended, shall be known and designated hereafter as the Newt Graham lock and dam, and the lake created thereby as the Newt Graham Lake. Any law, r e f l a t i o n, map, document, record, or other paper of the United States in which such lock and dam and lake are referred shall be held to refer to such lock and dam as the Newt Graham lock and dam, and the lake as the Newt Graham Lake. ACT

To amend the Foreign Service Buildings Act, 1926, to authorize additional appropriations.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled. That section 4(f) (2) of the Foreign Service Buildings Act, 1926 (22 U.S.C. 295 (f)(2)), is amended— (1) by striking out "and" and inserting in lieu thereof a comma; and (2) by inserting immediately before the period at the end thereof a comma and the following: "not to exceed $15,000,000 for the fiscal year 1972, and not to exceed $15,900,000 for the fiscal year 1973".
