UNEMPLOYMENT COMPENSATION FOR FEDERAL EMPLOYEES A N D EX-SERVICEM E N A N D TRADE ADJUSTMENT ACTIVITIES

For an additional amount for "Unemployment compensation for Federal employees and ex-servicemen and trade adjustment activities", $66,650,000, including not to exceed $650,000 for administrative expenses. LIMITATION ON GRANTS TO STATES FOR UNEMPLOYMENT COMPENSATION A N D EMPLOYMENT SERVICE ADMINISTRATION

For an additional amount for "Limitation on grants to States for unemployment compensation and employment service administration", to be expended from the Employment Security Administration account in the Unemployment Trust Fund, $25,500,000, of which $13,000,000 shall be available only to the extent necessary to meet increased costs of administration resulting from changes in a State law or increases in the number of claims filed and claims paid or increased salary costs resulting from changes in State salary compensation plans embracing employees of the State generally over those upon which the State's basic grant (or the allocation for the District of Columbia) was based, which increased cost of administration cannot be provided for by normal budgetary adjustments. For an additional amount for "Mental Health", $6,500,000, of which $5,000,000 shall be for grants for special community projects as authorized by section 1(d) of the Comprehensive Drug Abuse Preycntion and Control Act of 1970 (Public Law 91-513), and $1,500,000 shall be for grants and contracts for education projects as authorized by section 1(c) of the Comprehensive Drug Abuse Prevention and Cfontrol Act of 1970 (Public Law 91-513).
