LOANS

The Secretary is hereby authorized to make such expenditures, within the limits of funds available in the "Health Professions Education F u n d " and the "Nurse Training Fund," and in accord with law, and to make such contracts and commitments without regard to fiscal year limitation as provided by section 104 of the Government Corporation Control Act, as amended, as may be necessary in carrying out the programs set forth in the budget for the current fiscal year.

GENERAL RESEARCH S U P P O R T GRANTS

For general research support grants, as authorized in section 301(d) of the Public Health Service Act, there shall be available from 7/stat^\'ol°3V appropriations available to the National Institutes of Health and the 42 USC 241*. National Institute of Mental Health for operating expenses, the sum of $60,700,000: Provided, That none of these funds shall be used to pay a recipient of such a grant any amount for indirect expenses in connection with such project. SOCIAL AND EEHABILITATION SERVICE GRANTS TO STATES FOR PUBLIC ASSISTANCE

For carrying out, except as otherwise provided, titles I, IV, VII, X, X I, X IV, X VI, and X IX of the Social Security Act, and the Act,42 USC 301 of July 5, 1960 (24 U.S.C. ch. 9), $8,651,950,000,, of which 1301, 1351. isai, $46,000,000 shall be for child welfare services under part B of title IV, i396. and $3,000,000 shall be for grants under section 707 of the Social 24 us^c 3^2°f.' Security Act: Provided, That such amounts as may be necessary for si Stat. 911. locating parents, as authorized in section 410 of the Social Security gj ^^^ gg^* Act, may be transferred to the Secretary of the Treasury. 42 USC 908.* Grants to States, payments after April 30: For making, after April " ^ use 610. ^ 30 of the current fiscal year, payments to States under titles I, IV, X, X IV, X VI, and X IX, respectively, of the Social Security Act, for the last two months of the current fiscal year (except with respect to activities included in the appropriation for "Work incentives") and for the first quarter of the next succeeding fiscal year, such sums as may be necessary, the obligations incurred and the expenditures made thereunder for payments under each of such titles to be charged to the subsequent appropriations therefor for the current or succeeding fiscal year. I n the administration of titles I, IV (other than Part C thereof), X, X IV, X VI, and X IX, respectively, of the Social Security Act, payments to a State under an;^ such titles for any quarter in the period beginning April 1 of the prior year, and ending June 30 of the current year, may be made with respect to a State plan approved under such title prior to or during such period, but no such payment shall be made with respect to any plan for any quarter prior to the quarter in which such plan was submitted for approval. Such amounts as may be necessary from this appropriation shall be available for grants to States for any period in the prior fiscal year subsequent to March 31 of that year.
