SEC. 0. Section 306 of the W a t e r Resources Keseaich Act of 1964 is amended by c h a n g i n g the period to a comma and a d d i n g " the District of C o l u m b i a, and the t e r r i to r i e s of the V i r g i n Islands and G u a m. ". SEC. 7. Section 307 of the W a t e r Resources Research Act of 1964 is amended by striking out " March 1" and inserting in lieu thereof "October 1" and by striking out "calendar'* and inserting in lieu thereof "fiscal". SEC. 8. The W a t e r Resources Research Act of 1964 is amended by inserting the following new section: " SEC. 308. Excess p e r s o n a l property acquired by the Secretary under the Federal Property and Administrative Services Act of 1949, as amended, for use i n f u r the r a n c e of the purposes of t h i s Act may be conveyed by the Secretary to a c o operating institute, educational institution, or nonprofit organization, w i t h or w i t h o u t consideratioji, under such term s and conditions as the Secretary may prescribe.".
