SEC. 298. Section 1902(a) (31)(A) of the Social Security Act, as added by Public Law 92-223, is amended by striking out the phrase "which provides more than a minimum level of health care services." INTERMEDIATE CARE, M A I N T E N A N C E OF EFFORT I N PUBLIC INSTITUTIONS

SEC. 299. Section 1905(d)(3) of the Social Security Act, as added by Public Law 92-223, is amended to read as follows: " (3) the State or political subdivision responsible for the operation of such institution has agreed that the non-Federal expenditures in any calendar quarter prior to January 1, 1975, with respect to services furnished to patients in such institution (or distinct part thereof) in the State will not, because of payments made under this title, be reduced below the average amount expended for such services in such institution in the four quarters immediately preceding the quarter in which the State in which such institution is located elected to make such services available under its plan approved under this title." DISCLOSURE OF OWNERSHIP OF OPERATIONS OF INTERMEDIATE CARE FACILITIES

SEC. 299A. Section 1902(a) of the Social Security Act, as amended by sections 236,239, and 255 of this Act, is further amended— (1) by striking out "and" at the end of paragraph- (33); (2) by striking out the period at the end of paragraph (34) and inserting in lieu thereof "; and"; and (3) by inserting after paragraph (34) the following new paragraph: "(35) effective January 1, 1973, provide that any intermediate care facility receiving payments under such plan must supply to the licensing agency of the State full and complete information as to the identity (A) of each person having (directly or indirectly) an ownership interest of 10 per centum or more in such intermediate care facility, (B) in case an intermediate care facility is organized as a corporation, of each officer and director of the corporation, and (C) in case an intermediate care facility is organized as a partnership, of each partner; and promptly report any changes which would affect the current accuracy of the information so required to be supplied." SEC. 299B. (a) Section 1905(a) of the Social Security Act is amended— (1) by striking the word "and" in paragraph ( 1 5); (2) by redesignating paragraph (15) as paragraph (17); (3) by redesignating paragraph (16) as paragraph (15); (4) by inserting after paragraph (15) the following new paragraph:
